Tornado Risk in the US: How FEMA Scores It and How to Prepare

The United States has more tornadoes than the rest of the world combined — roughly 1,200 in a typical year. Most are weak and brief, but the strongest (EF4–EF5, with winds over 165 mph) can level well-built homes and erase neighborhoods in minutes, as Joplin (2011), Moore (2013), and Mayfield (2021) showed. In the National Risk Index, tornadoes (hazard code TRND) account for roughly $11.5 billion in national expected annual loss, with measurable risk in every one of the 3,143 counties.

What counts as tornado risk

A tornado is a violently rotating column of air extending from a thunderstorm to the ground. The NRI hazard covers direct tornado damage — it does not include the straight-line winds and hail from the same storms, which the index books separately. Tornado damage is rated on the Enhanced Fujita (EF) scale from observed destruction, EF0 (65–85 mph) to EF5 (over 200 mph).

The classic image of tornado risk — the Great Plains “Tornado Alley” — is out of date in an important way. Tornado activity has been shifting east into the Mid-South and Southeast (“Dixie Alley”), where tornadoes are more likely to be rain-wrapped, strike at night, and cross terrain full of mobile homes and trees that hide the funnel. Nighttime tornadoes are more than twice as deadly as daytime ones, and the Southeast’s fatality rates reflect it.

How the NRI measures it

FEMA combines each county’s exposure (building value and population), annualized tornado frequency from NOAA’s Storm Prediction Center records, and historic loss ratios to produce an Expected Annual Loss, scored 0–100 against all other counties. Exposure-weighting produces a ranking that surprises people: dense metros outrank the open plains, because a tornado track through a city destroys far more value than the same track through wheat fields.

Where the risk concentrates

The top of the national table is metros in tornado country: Cook County, IL (Chicago — score 100, ~$345M expected annual loss), Harris County, TX (Houston, ~$407M), then the Texas metro counties — Bexar (San Antonio), Tarrant (Fort Worth), and Collin (north Dallas suburbs, ~$420M EAL). The highest per-capita risk runs through Oklahoma, Kansas, Arkansas, Mississippi, Alabama, and Tennessee. No US county records zero tornado risk — even New England and California see tornadoes.

How to read your county’s score

A Very High county score means meaningful annual expected loss, but tornado risk differs from floods or wildfire in a crucial way: it is effectively random within the county. No neighborhood is safer than another; preparation is about warning time and shelter quality, not location. The questions that matter: Does your home have a basement or an interior room on the lowest floor? If you live in a manufactured home — where a large majority of US tornado deaths occur — where is the nearest sturdy building or community shelter, and how fast can you reach it?

What actually reduces the risk

  • Fix your warning path. Enable Wireless Emergency Alerts, and add a NOAA Weather Radio with battery backup — it wakes you for nighttime tornadoes, the deadliest kind. Know the difference: a watch means conditions favor tornadoes (be ready); a warning means one is imminent or occurring (shelter now).
  • Pre-pick the spot. Lowest floor, smallest interior room (closet, bathroom), most walls between you and outside, away from windows. Cover your head and neck — most tornado injuries are from flying debris. Helmets for kids are genuinely useful.
  • Mobile homes are not shelter in any tornado, even tied-down units. The plan must be to leave for sturdier shelter when a warning is possible, not when it’s issued.
  • A safe room or storm shelter is the gold standard in high-risk areas: an ICC 500 / FEMA P-361 rated above-ground safe room or below-ground shelter survives even EF5 winds. FEMA hazard-mitigation grants and several state programs subsidize them.
  • After the storm, beware the second wave of injuries: downed lines, gas leaks, chainsaws, and unstable structures hurt many people who survived the tornado itself.

The tornadoes that changed how America warns

Tornado safety in the US improved through a sequence of disasters that each exposed a different failure.

The Tri-State Tornado (March 18, 1925) killed roughly 695 people across Missouri, Illinois, and Indiana — still the deadliest tornado in US history. At the time the Weather Bureau prohibited the word “tornado” in forecasts, on the theory that warnings would cause panic. There was no warning system at all.

Tinker Air Force Base (1948) produced the first successful tornado forecast in American history when two Air Force meteorologists, Ernest Fawbush and Robert Miller, predicted a second tornado five days after the first struck the base. That forecast broke the taboo and led directly to the public tornado watch and warning system.

The 1974 Super Outbreak spawned 148 tornadoes across 13 states in about 18 hours, killing more than 300 people. It drove the modernization of the warning network and the research that produced Doppler radar deployment — the technology that gives today’s warnings their lead time.

Joplin, Missouri (May 22, 2011) killed 158 people when an EF5 crossed a mid-sized city in daylight with a warning already issued. The National Weather Service’s own post-event assessment found that many residents did not take the first warning seriously and waited for confirmation before sheltering. That finding reshaped warning language nationwide — the “impact-based warning” system, with tiered wording like considerable and catastrophic, exists because of Joplin.

The 2011 Super Outbreak (April 25–28) and Mayfield, Kentucky (December 10, 2021) underlined the modern pattern: the deadliest events are increasingly in the Southeast and Mid-South, increasingly at night, and increasingly outside the months people associate with tornado season. Mayfield struck in December, after dark.

Season, timing, and the shift east

Tornado climatology has a broad seasonal wave that moves north and changes character through the year.

  • Late winter and early spring (February–April), Gulf South and Mid-South. The Dixie Alley season. Storms are often fast-moving, rain-wrapped, and embedded in squall lines, and a disproportionate share happen after sunset.
  • Spring peak (April–June), southern and central Plains. The classic Tornado Alley season, when discrete supercells on the dryline produce the most photogenic and often the most violent tornadoes. May is the single most active month nationally.
  • Early summer (June–July), northern Plains and upper Midwest. The activity maximum drifts north with the jet stream.
  • Fall secondary peak (October–November), Mid-South and Southeast. A smaller but real second season, again with a high nighttime fraction.
  • Tropical systems, June–November. Landfalling hurricanes routinely spawn tornado outbreaks in their outer rain bands, usually weak but with almost no warning time.

The geographic story is genuinely changing. Research on tornado report data shows a decades-long eastward drift in activity from the central Plains toward the Mid-South and Southeast, and an increasing tendency for tornadoes to cluster into big outbreak days rather than spread evenly across the season. That matters for risk because the Southeast has more nighttime events, more trees blocking sightlines, more manufactured housing, and fewer basements than the Plains.

Shelter and structure: what actually survives

Tornado mitigation is different from every other hazard in this index. You cannot reasonably build an ordinary house to survive a violent tornado, and you do not need to — you need a small, extremely strong space inside or beside it, and a way to be in it in time.

  • A rated safe room is the only thing that reliably survives EF4–EF5. The standards are FEMA P-361 and ICC 500. An above-ground safe room built into a garage corner or a closet, anchored properly to the slab, performs as well as a below-ground shelter and is easier to reach fast. Costs commonly run from the low thousands for a prefabricated unit up to five figures for a large built-in room.
  • Funding exists. FEMA’s Hazard Mitigation Assistance programs and several state programs (Oklahoma’s and Alabama’s are the best known) have historically subsidized residential safe rooms, often through a lottery or rebate. Check with your state hazard mitigation officer before paying full price.
  • Below-grade beats above-grade if you have it. A basement, under a sturdy workbench or stairwell, away from the side the storm is approaching from, is excellent shelter for all but the most violent tornadoes.
  • Otherwise: lowest floor, smallest interior room, most walls. An interior bathroom or closet on the ground floor. Get under something sturdy if you can, and put a mattress or cushions over yourself. The bathtub is useful mostly as an anchored basin with a low profile, not because porcelain is strong.
  • Wear a helmet. Bicycle, football, or batting helmets for everyone, kept in the shelter spot. Head injury from flying debris is a leading cause of tornado death, and this is the cheapest intervention available.
  • Manufactured homes cannot be made safe. Anchoring and tie-downs help in high winds generally, but no manufactured home is tornado shelter. The plan must be a specific sturdy building or community shelter you can reach before a warning, plus a decision rule for when to leave — typically when your county goes under a tornado watch and storms are approaching, not when the warning sounds.
  • Roof and garage upgrades still matter for the far more common EF0–EF2 tornadoes, which are survivable in a well-built house. Hurricane straps, ring-shank roof-deck nailing, and a braced garage door raise the threshold at which your house starts coming apart.

Insurance and documentation

Tornado damage is one of the few major hazards that standard homeowners insurance does cover — wind is a named peril on essentially every policy. The problems are in the details.

  • Deductibles. Many states now allow separate wind/hail deductibles expressed as a percentage of the dwelling limit. In tornado-prone states this can be 1–5%, which on a $350,000 home is $3,500–$17,500 before coverage starts. Check which deductible applies to wind on your declarations page.
  • Replacement cost vs. actual cash value. ACV policies depreciate your roof and contents, sometimes severely. Replacement cost coverage on both the dwelling and personal property is what makes a total loss survivable.
  • Ordinance or law coverage pays the extra cost of rebuilding to current code, which after a total loss is often substantial.
  • Additional living expense covers rent while you rebuild — confirm both the dollar limit and the time limit, because tornado rebuilds in a devastated town take a long time.
  • Debris removal and detached structures have their own sublimits. So do fences, sheds, and landscaping.
  • Inventory now. Walk the house on video, open drawers and closets, narrate model numbers, and store it in the cloud. After a tornado there is frequently nothing left to inventory from.
  • Flood is still excluded. Tornado outbreaks come with the same thunderstorms that flood streets. Water that reaches your house across the ground is a flood claim, not a wind claim.

Before, during, and after

Before. Fix your warning path first — this is the highest-leverage thing you can do for this hazard. Enable Wireless Emergency Alerts on every phone, buy a NOAA Weather Radio with battery backup and SAME county programming (it is the only alerting method that reliably wakes a sleeping household), and add a second app-based alert as redundancy. Pick your shelter spot and put shoes, helmets, a flashlight, and a whistle in it permanently. Practice getting the whole household there, including pets, in under two minutes.

During. Know the vocabulary: a watch means conditions favor tornadoes over a large area for several hours — this is when you get ready and stop making plans that put you far from shelter. A warning means one is imminent or occurring in your specific area — shelter immediately, do not go outside to look. Take the first warning seriously; waiting for visual confirmation is what killed people in Joplin. Never shelter under a highway overpass — it accelerates wind and offers no protection. If you are driving and a tornado is visible and distant, drive at right angles to its path; if it is close, abandon the vehicle for a ditch or culvert, face down, hands over head.

After. The second wave of injuries — chainsaws, nails, downed lines, gas leaks, and unstable walls — hurts a lot of people who survived the tornado itself. Wear heavy boots and gloves, assume every wire is live, and do not enter a damaged structure until it has been checked. Photograph everything before moving it, call your insurer, and register with FEMA if a federal declaration is issued for your county. Beware of contractors who arrive within hours demanding cash and offering to “handle the deductible” — that is a fraud pattern that follows every outbreak.
